Generation of methods report from the project cockpit

As publisher and data provider I would like the generation of methods reports to be more standardized. One way to achieve this goal is to integrate the generation into the project cockpit.

Idea: New domain object "method report" with interfaces for the sections of the report. Report is generated in markdown.

This would have the positive side effect of making versioning independent of the data package, since one version of a method report could refer to multiple versions of data packages.

Note: A standardized solution might only be feasible for quantitative data packages.
