Windows - Can't Open COM3

Hey,

I'm having problems running the program. Whenever I run any file of yours, I get the following error.

serial.serialutil.SerialException: could not open port 'COM3': WindowsError(5, 'Access is denied.')

I'm on Windows 8 running Python2.7. I've tried opening the command prompt as an administrator. Any other ideas?
