secondary monitor not considered part of workspace

I'm running on a notebook computer with a secondary monitor attached, but not mirroring displays. If I start an application in Workspace 1 {laptop screen}, then move the application window by dragging to the attached monitor (still in Workspace 1), the application on the attached monitor appears in every workspace. The desired behaviour I believe, would be the attached monitor is considered part of a unified workspace and I should not see any applications when I change to another workspace, unless of course something was started there.

This was the default OS behaviour in Elementary Luna and I miss this feature. Was hoping to find a way back to that. Thanks!
