Roller should use tendermint light client when interacting with the hub

We need it also for RPC HA which comes with the light client out of the box

Couldn't get the tendermint light client to process any query/tx.

Now that we have the roller set hub-rpc command, I think the task should change to get the sequencer to work with the light client and then the user can start it himself and point the hub rpc to it
