Monitor sequencer balances

As part of our efforts to minimize the chance that rollapp operators will run into problems with submitting batches we need to write a metrics which outputs their various balances so they can plug in alerts as necessary.

2 relevant balances are:

1. hub balance
2. da balance

u think it's dymint responsability to expose those metrics? probably should be extracted from the settlement / DA light client

Implementation wise not sure what would be the best way but I think it should be part of the rollapp metric dashboard. if there is an easy way to extract those metrics from their services to the prometheus dashboard than sounds reasonable to me.

yeah but I don't think it's dymint related IMO it's not dymint's job to get the balances and expose it as metric

it's already implemented
