`submit-fraud-proposal` should accept json file

currently the proposal cli command accepts only arguments. submit-fraud-proposal <rollappID> <height> <propser_addr> <client_id> we should be able to read the proposal from json file as well

also we should accept empty channelID as well, in case rollapp haven't established channel yet
