debug addr should accept `0x` prefix

Currently,

rollapp_evm debug addr 0xD2B358e35353f877ae903b5a1DF54731a15fE937

Error: expected hex or bech32. Got errors: hex: encoding/hex: invalid byte: U+0078 'x', bech32 acc: decoding bech32 failed: string not all lowercase or all uppercase, bech32 val: decoding bech32 failed: string not all lowercase or all uppercase

we should accept the 0x prefix for better UX
