Disable functionality by default

Someone (not sure if they want their name public) emailed me with the suggestion to disable all functionality by default so the user can choose what functions they want the module to perform. Currently WHMCS only lets you configure an active module. As soon as this module is activated, all functionality runs, which may not be desired.
