Windows tray balloon tip support

As much as I would like to :grin: , I can't force Windows people in my team to install Growl or Snarl, and they are on Windows 7, not 8.

I've seen that node-notifier supports also old-style Windows balloon tips, by distributing notifu.

Would you consider implementing this? :innocent:
