Remembered Scroll Position Does Not Consider Properties Whether Collapsed or Not

I don't know if this is a bug or as is intended, however a picture explains 1000 words, and a gif 10,000:

It seems like the remembered scroll position does not account for properties. In this example it "should" be scrolled to the top of the page, so why I'm not sure why it's pushing past the properties and putting the position at the top of the cursor.

Update: Further to this, I actually notice it's got the same effect with properties collapsed. It scrolls to below them. Is it possible to have it also consider the properties in the scrolling position it remembers?
