Weird behaviour on fork to shared user, makes repo unaccessible

I shared a repository (as a shared link with merge request privileges). When I logged in as an unprivileged user (called "random"), gitlab says it is forking the project but never completes forking.

The reporsitory is now unavailable to the owning user, because forking is still in progress.

I think this may have been caused by changing permissions to a shared link from "can view and pull code" to "can create merge requests".
