Generate an RSS/Atom feed

Should be fairly easy to extend the HTML publisher to also dump an RSS/Atom XML file.

Perhaps it needs to be slightly more sophisticated though. If the feed is being updated periodically it should try to avoid generating entries for topics that have been included previously.
