"Use the full MenuBar on expanding" works sloppy when in fullscreen

Describe the bug

When feature "Use the full MenuBar on expanding" is turned on, on regular desktop with multiple apps and windows open it works fine. But when you try to expand using < arrow button, while you have some app in fullscreen, the menu bar hides completely.

Steps to reproduce

1. have "Use the full MenuBar on expanding" turned on
2. open Safari
3. make Safari fullscreen control+cmd+F or click on green fullscreen button in top left corner of Safari
4. hover your mouse on top of the screen, so the menuBar pops from the top
5. click on < expand arrow button
6. the menuBar dissapears and you have to hover again at the top of the screen to show it

I can confirm, this happens with me too with IntelliJ opened in full screen.

Intel Core i7, macOS 11.2.3 hidden version 1.8

Not find a solution for this bug yet. When the fullscreen window deactivated it automatically resize to full screen.
