[Feature/Enhancement] ToC generator to have w/ or w/o tag option

Enhancement / feature description:

Add dialog on generation of Notebook ToC which will allow to control whether generated ToC should have tags included or not. Dialog to be opened in MindForger repository mode only (doesn't make sense elsewhere as metadata are not available anyway).
