[Snap AFTER merge of 2.0 to master] Register and upload (confinement)

Must be registered as HSTR/hstr

HSTR currently uses classic confinement - I need to study options, whether it can run strict and eventually ask for classic permission.

Master is always used: https://github.com/canonical-websites/build.snapcraft.io/issues/440 > branch needs to be merged before making snap.
