Order of submission mining/transactions

First ...this tutorial is just great. I'm new and learning.
Is the script such that you submit a mining request and then send the transaction? How can the program be adjusted for smart contracts/dfiapps? Is the blockchain such that it is a global directory that can accept different and multiple submissions (transactions)..$, smartcontracts, dapps..etc.?
