RFE: support for ANSI CSI 18/19

In https://github.com/systemd/systemd/pull/39833 we're adding support in systemd to use ANSI CSI 18 to query the terminal size. Testing indicates that this is not supported by kmscon. Please consider adding support. See https://github.com/systemd/systemd/issues/37526 for the RFE on systemd side.

I created the corresponding issue in libtsm, as it's where the csi support is done.
