[Feature Request] Support localization in Time

I had a use case where I wanted to use the humanize.Time() method, but since it did not had localization support, I couldn't use it.

It would really be a nice feature to have.

I can also help in implementing it.

Localization is a tremendous scope. Do you need something that CustomRelTime doesn't do?
