consensus: process ratification from former iterations

Summary

Right now, messages from same round but different iterations are discarded However, collect ratification from the past would be useful to reach failed quorums and increase chance for next block to be attested

I've filed this issue just as reminder to investigate on this. Not even sure rn if this is applicable
