Two config files, which one is to be used?

I notice there exists two config files (config.php and config.inc.php) which looks the same. Which one is used? Can the other be removed?

Of course use the config.php,the config.inc.php just for sogo.Please look at the file description.

File description does not make it clear, it looks like the last commit comment. Docs (INSTALL, README, etc) also does not make it clear which and when to use them. Both?
