Let users decide which QQ groups to sync

I have joined many QQ groups, and some of groups has a huge number of users(about 1k-2k). Syncing these groups create too many matrix users, increase the database size and consuming too many resources, but I even won't check them! I really hope I could disable syncing and then use a command to sync groups that I want to sync.
