Attempted to install in Windows 2016 but it failed stating "devcon-x64 failed"

As the title states, I downloaded and unzipped Scream 3.9. Copied to a Windows2016 server and ran the "Install-x64" as administrator. The error is given and then the window states "Press any key to continue . . ." which then closes the window. Is Scream not supported on Windows server versions?

I could only find a note that it must be installed on Windows 10 version 1607 or later. Not sure if that means explicitly Windows 10 and server versions are not covered. Thanks!

Did you download it from releases page or from source? For me this error was shown when I used the source version.
