How to install on Windows after unzipping?

Hi, this might be a silly question, but I downloaded "GifTuna-1.0.7-win32-x64.zip" and unzipped it, and it looks kind of like the contents of a Program Files folder. I don't see any installer or setup executable, and when I double-click "GifTuna.exe", nothing happens. (I'm using Windows 10 Home)

(I found the Readme.txt that talks about how to clone the repo of the electron app. Do I need to clone it locally and use npm install in order to use this?)

Am I missing something?
