Add a new language

Hi. I was wondering what is the way to add a new language. I mean, I read that only bug-fix pull requests are accepted, so what should I do in order to add a new language? I'm talking about sardinian. Thanks!

@jbarrett The primary concern is that someone will put in all the translation work and the merge request will be declined. Has that happened before? I would like to add a Shavian English translation (ISO code en-Shaw)
