Wrong percentage values on translations

This has been tested on view but I just don't know the status about this issue.

For example on the community platform on domain DontTrack.us Dutch is translated for 93 procent. If you open the tokens with the button Browse Tokens there are no untranslated tokens. If you use the button Translate untranslated tokens you get tokens that are already translated. donttrack-us-screenshot

The conditions for a token-language to count as translated (I think - this is off the top of my head) are both of:

  • Has at least one valid translation
  • Has one translation in use

So, when a translation is contributed it won't actually be counted until locale packages are published and the translation makes it onto the site. This happens at least once a week, typically - releases are scheduled on Friday, but usually occur more often.

So, since locale packages were published yesterday, Dutch in Netherlands now has 100% coverage.

I'll leave this open until we confirm it's working or perhaps decide to count coverage differently.
