• Removes hardcoded en-US
• Gets locale exceptions from config

Steps to test this PR

No locale exceptions

• [x] Go to Settings > Accessibility and enable Private Voice Search
• [x] Tap the microphone icon and verify that voice search works

With locale exceptions

• [x] Open the config linked in the task and update the localeExceptions with your locale
• [x] Point at this config
• [x] Verify that the feature is disabled
