Bump 'apache-arrow' from v9.0.0 to v15.0.2

Arrow recently added support in their JS library for the LargeUtf8 data type. It would be great if we could bump our Arrow version v15.0.0 to use this feature.

I maintain a VSCode extension that uses DuckDB, and a user couldn't open a Parquet file containing LargeUtf8 data. See this issue for more details.
