Can't View Attachment

Someone other than the creator or manager can view attachments to issues. I have two issues.

Both are subs of each other, and the user on one issue can't view the other issue. When I assign one of the users to both issues, the user can't view the uploaded attachments by the other user. This is a problem. I should be able to relate issues, and then have access to view the attachments.

Looks like one more thing I found. When an issue is private, the attachments can't be viewed but anyone but manager. When the issue is made public, the attachments can now be viewed.

I should be able to view the attachment in private mode when logged in...
