Incorrect error displayed with account is locked out

Hello All thank you for Bugnet, we love it.

When attempting to set a users password and when the membership.islockedout = 1, the error message says the password does not meet the complexity requirements. If the error message just indicated "Password not changed, account is locked out" it might be better.

An additional option might be to display the locked out status at the top of the password reset screen, so that the user sees the status before she even attempts to change the password.
