Gitian builds should include license in release tarball

The release tarball gitian builds contains the unit-e binaries and man pages. It should also include a copy of the COPYING file which states the copyright holders and the license text.

This requirement is a consequence of the clause in the MIT license which says "The above copyright notice and this permission notice shall be included in all copies or substantial portions of the Software.".
