Consolidate files required for Windows builds

There are a number of files which are used to build a Windows installer: There is configuration in share, there is a README which is included in the installer in doc, and there is Gitian configuration and some other data and code in contrib. It would probably be better to consolidate that in one place so that it's clearer what is used where and for what.
