Make sure that X% of stake lead to X% chances to propose

In the current implementation a single piece of stake with an amount of X% of the total money supply should lead to a chance of %X to propose.

@castarco I could imagine that to be an interesting test or simulation for the python goodness you're working on

Yes, it's one case where we could count the messages sent by nodes that just constructed a block using the NodesHub. But I think the description of this issue should me slightly modified, since it's not really true that X% of stake leads to %X chances to propose, just in the case of "owning" one single UTXO.
