Migrate to 2021 edition?

I noticed most of the crates in this repo are still on the 2018 edition, and I saw #1031 and a few related PRs. Has Bazel issue been resolved upstream? Should all tests/examples/core of this repo be migrated to 2021 edition to be more up to date, or is there a specific reason to keep back the edition? Thx!
