ShellJS is not a Google project. It's a project I personally maintain (I coincidentally work for Google).
I've not seen that much activity, since a while ago.
Correct, we haven't done much on this project in quite a while. We had plans to rewrite the core engine (vorpal) to follow proper bash syntax and semantics, and made good progress (this project), but work has stalled a bit.

Not sure what you mean by "free for taking." This project has not gone through much active contribution, but that shouldn't deter anyone from contributing, filing bug reports, asking technical questions, etc.
