The last update to the package was 2/5/2015. Since then ProjectLibre has been updated from version 1.5.9 to 1.9.3

@dtgm has been gone, and has made zero commits, for years now.

In general, if you contact a package maintainer about an outdated package, and you haven't gotten any reply within a week: It's a good idea to contact the Chocolatey site admins next. You can ask them to have someone else take over maintenance of the package.
