Add "Help" and "Report this Error" buttons to Error message page

Users report errors on the Chrome Developer dashboard. And it's horrible.

• Users frequently give bug reports that have insufficient information. e.g.
  • Missing the the URL they're having problems with
  • Text of error message(s) not included
  • Browser (make and version) being used
  • Any other extensions being used
• There's no way to contact users to get more information.)

So, add "Help" and "Report Error" buttons so

• Can explain the common error messages in more detail.
• Can get more useful error messages sent either by email, or to Github
