Ability to Merge Tracks together

The ability to merge two tracks and produce a combined state estimation. Association logic isn't included as that is available in SS

In the first instance I'll look to Basic Convex Combination from here. With the implementation given below:

@sdhiscocks any thoughts on where this should go inside the SS structure?

I'm not sure. Maybe we could have something like a track management element, that has merging, but maybe also brings in existing deletion and initiation as part of it? I'm think we'd need something like this for MHT as well.
