[Feature]: Support `dstack pool add` on dstack Sky

Steps to reproduce:

  1. Configure the CLI with dstack Sky
  2. Run dstack pool add --gpu 1

It says:

There are no offers with these criteria. Exiting...

The dstack run . --gpu 1 has offers.

[!NOTE] The local dstack server has no such an issue with dstack pool add --gpu 1

@r4victor Perhaps you may come up with an idea why dstack Sky does something differently compared to the OSS version?
