Move from pip to uv for gateway installation

Following #2455

A significant part of the gateway provisioning time is dependencies installation. Moving to uv would reduce it to a few seconds.

For new gateways, uv can be installed in cloud-init user data. For existing gateways, it can be installed in update.sh script if not already there.

May also consider installing python with uv instead of apt.
