Unify Project and Administration UI

Currently, the UI has two separate Project and Administration sections with different but similar pages. The proposal is to replace Project and Administration with one set of pages.

The new pages will effectively be the current Administration pages. The admins will be able to see all projects, and regular users will be able to see only their projects.

New pages list:

• Runs
• Models
• Fleets
• Volumes
• Projects
• Users (only for admins)

Related UI changes:

• There is no project selector in the top right corner since there is no need to select the current project. The project selected in the filter on one page can be remember as the current project for convenience and pre-set when opening other pages.
• Every resource page has a project filter like Administration pages now. Filtering by repository, user can be dropped.
