[Bug]: RunPod Community Cloud offers are not suggested

Problem

dsack could not handle the differences in prices between Secure Cloud and Community Cloud, so Community Cloud was temporarily disabled in #1886. However, Community Cloud offers many pods at competitive prices, so proper support for it is desired.

Solution

Return Community Cloud offers to the gpuhunt catalog, but mark all RunPod offers as belonging to either Secure Cloud or Community cloud. In dstack, provision offers in their designated cloud.
