[Bug]: Suspiciously low price for `A100:8:80GB` on `azure`

What happened?

When running dstack run on a file with the content below, the price parsing seems to fail for Azure and it displays a wrong price e.g. ~ 4 USD while real applied price is ~ 14 USD (see screenshot below)

@alvarobartt If you enable the Backend column in the UI, you'll see that the effective backend is GCP. I guess Auze's price is correct even though I'm also surprised that it's so low.

Fair, but I'm assuming the pricing for Azure is a bit off, since 8 x A100 80GB on Spot is cheaper than 4 x A100 80GB on Spot, which makes no sense, but maybe it's an issue within their pricing? Also couldn't allocate that, so I'm guessing it's just bad info on their end!

Let me rename the issue (to focus on the suspicious price) and keep it open for a while so we may want to reproduce it and find out if there is an issue with the azure backend
