Item list is different between primary add item dropdown and the item edit dropdown

Unable to select gems (maybe others too) from the main items dropdown.

Steps to reproduce:

1. Create new char
2. Click items tab
3. Click load item
4. Type in gem/ruby/etc, no results
5. Click inventory tab
6. Click the tp scroll
7. Click the type dropdown and you can find gems/rubies here and it works fine
