Given [the insight that Win32 and Cygwin/MSYS2 `gpg`/`gpg-agent` cannot work with each other](https://github.com/msys2/msys2-runtime/pull/300#issuecomment-3053379005), I would be in favor of both closing this here ticket as well as https://github.com/msys2/msys2-runtime/pull/300 as "CANNOTFIX"....
