I want to add configurations in a parent web.config file using the location parameter to target a child application. The Location parameter isn't available on xWebConfigProperty.

Suggested solution to the issue

A parameter added to the resource to specify the Location value. A change to add Location should also be applied to xWebConfigPropertyCollection.

I think this is a dupe of #401 and fixed by currently un-merged #400
