Added code block that Fixes SharePoint Desired State Configuration test for SharePoint SPSE on Windows 2022 Core edition, should not test for Web-Mgmt-Console

This Pull Request (PR) fixes the following issues

• Fixes #1452 - added MSVCRuntime142 to the list of test result for SharePoint Subscription Edition
