ClusterQuorum: Doesn't support Azure Gov Cloud
Problem description
ClusterQuorum resource with type NodeAndCloudMajority
doesn't work with Azure Gov Cloud due to the default endpoint is for Azure Commercial Cloud.
Root cause: Lack of Endpoint
parameter in the source.

Add Endpoint
parameter to this Resource
