WmiNamespaceSecurity: New resource proposal

Description

I suggest the resource WmiNamespaceSecurity is migrated to ComputerManagementDsc. That would deprecate the module WmiNamespaceSecurityDsc.

Also opened issue https://github.com/PowerShell/WmiNamespaceSecurityDsc/issues/7 to track this.

Special considerations or limitations

This is only possible if the we can get this class-based resource and the present mof-based resource currently present in this resource module to work together.

It looks like there is no maintainer on this resource.

Have we ever combined Class based and MOF resources together before? I'd be happy to give this a try once I've moved this resource away from the harness model (to be done soon).
