In the case of devilspie, I wouldn't worry and just point people at devilspie2 instead. (Curiously, both packages are still in Debian, Ubuntu and some others.)
In the case of devilspie2, well… no idea about Fedora other than to tell you to read their documentation and ask people involved in it. Report a bug against the package on their bug tracker, maybe.
I know that with Debian, you could package it yourself (starting with existing sources), file an intent-to-package report on the BTS then try to get a Debian maintainer to sponsor the package for you.
I did... https://bugzilla.redhat.com/show_bug.cgi?id=2211575 as there was no maintainer it was removed.... https://bugzilla.redhat.com/show_bug.cgi?id=2132094
it's been ongoing
I've reopened, https://bugzilla.redhat.com/show_bug.cgi?id=2211575
I am talking about devilspie2! Can we package for fedora from github? What does "invalid" mean as a label to this? (I hate to think...)
Read the description: “not a bug, or not our bug”.
They've removed it from their repository; there's nothing to be changed or fixed in this repository. Therefore, invalid. (Also, ignoring that, I don't think that I can help anyway beyond my previous comment and leaving this open purely for visibility.)
