Open PR as option to open issue

It'd be better to be able to automatically open a PR than just an issue. Maybe not as easy to do in one step as open an issue - but would be great for a simple workflow:

  1. Fix something locally with patch-package and see that it works directly in the target depending solution
  2. Open a PR
  3. Verify that all checks pass for the PR in the original repo and merge
